He is certified at all Fire Officer levels at both state and national standards, credentialed in every Incident Command and General Staff position, and authorized to instruct all FEMA Incident Command and General Staff courses.

Beginning his public service career in 1992, Dr. Smith advanced through the ranks of fire and rescue, focusing on specialized response and training. He served as Special Operations Training Manager for urban search and rescue, wildland interface response, hazardous materials operations, airport firefighting, and shipboard firefighting teams. These experiences shaped his disciplined approach to preparedness and leadership.
